On Tuesday, November 4, 2025 at about 10:30 AM, Edgewater Police Department officers responded to the area of W. 20th Ave. and Marshall St. They contacted an adult female who reported that she had been a victim of crimes in a nearby residence. Further investigation allowed officers to obtain a search warrant for the residence. The Jefferson County Regional SWAT team secured the location and the residence was searched.
During this time, neighbors in the area were asked to shelter in place. The Edgewater Police Department was also in regular contact with officials of several nearby schools, although none of the schools were involved in the incident.
While this is an ongoing investigation, two individuals have been arrested. Both have been lodged at the Jefferson County Jail on the following charges:
- Virginia Winters (32 years old)
a. Assault in the First Degree
b. Second Degree Kidnapping
c. Assault in the Second Degree
d. False Imprisonment
e. Possession of a Controlled Substance
f. Ms. Winters was also jailed on unrelated arrest warrants. - Jim Nuddy Terry (40 years old)
a. Assault in the First Degree
b. Second Degree Kidnapping
c. Assault in the Second Degree
d. False Imprisonment
e. Possession of a Controlled Substance
To preserve the integrity of this ongoing investigation, booking photos will not be released at this time. Investigators believe that the victim and suspects knew each other previously and that there is not an ongoing threat to the public.
The Edgewater Police Department would like to thank the numerous area law enforcement agencies who assisted on this call and who continue to assist with the investigation.
While our primary focus is on the crime victim in this case, the City of Edgewater also recognizes that citizens in the area may have been impacted by the police activity in the neighborhood.
