At the Edgewater City Council meeting on Thursday, May 3, 2018, Edgewater Police Chief John Mackey recognized the promotions of four members of the Edgewater Police Department. Here are descriptions of the promotions from Chief John Mackey:

Commander Promotions

As we have discussed many times, the rank of Sergeant is the most important position in this police department. Sergeant Hamilton, you have 26 years of service with this agency as a Police Sergeant. Sergeant Fowle, you have 16 years of service with this agency as a Police Sergeant. You each have led this agency in its most important position through the tenure of five police chiefs and countless criminal investigations. As I have also mentioned several times, the two of you are responsible for recruiting, training, mentoring and supervising in a manner that I find exemplary. Additionally I have been told by our City Manager, HJ Stalf, four former Edgewater Police Chiefs and each of you that our current team of police officers is the finest group that has served this city in its history.

On 4/20/2018 I met with former Edgewater Police Chiefs Duke Smith, Dan Keough, and Jim Peloni and subsequently former Chief John Hough to assess the abilities that each of you possess for the potential promotion to Police Commander. All four former Edgewater Police Chiefs and I concur that you each display “Exceptional” ability in the Essential Functions necessary for the Police Commander rank. Moreover and importantly your promotion is based on your dedication and commitment to our Edgewater community for over 25 years as evaluated by five of the Edgewater Police Chiefs you served with. Based on this overwhelming support for your promotion, it is my extreme honor to advise you that effective May 4, 2018 you will be promoted to the rank of Commander of the Edgewater Police Department.

Career Highlights

Mark Hamilton began his career with the Natrona County Sheriff’s Office in Casper, Wyoming in 1979, and the Golden Police Department in 1987 before lateraling to the Edgewater PD on May 20, 1990. Mark Hamilton was promoted to Sergeant on April 20, 1992 after successfully completing the Edgewater PD’s first police assessment center with Chief Alan Pfeuffer and Mayor Joe McDonald.

Scott Fowle began his career with the Denver Sheriff’s Office in 1989, served as a Denver Police Reserve and Parker Police Officer before lateraling to the Edgewater PD where he began his career on December 21, 1992. Scott Fowle was promoted to Sergeant on October 4, 2002 after successfully completing his promotional assessment center with Chief Karl Wilmes and Mayor John Fox.

Sergeant Promotions

On 4/20/2018 you participated in a Promotional Assessment Center for the position of Sergeant. Former Edgewater Police Chiefs Duke Smith, Dan Keough and Jim Peloni were the assessors during the course of your testing process. All three former police chiefs rated each of you “Exceptional” in the rating categories for Sergeant and therefore you successfully met the requirements of the position of Sergeant with the Edgewater Police Department. Moreover and importantly your promotion is based on your dedication and commitment to our Edgewater community, work product, and my trust and that of Commanders Hamilton and Fowle in your ability to succeed in this assignment.

Therefore it is my honor to advise you that effective May 4, 2018 you will be promoted to the rank of Sergeant.

As discussed in the interview process, the rank of Sergeant is the most important position in this department. I am confident that you will assume a leadership role in the department to organize, direct, and administer the delivery of comprehensive police services.

The rank of Sergeant will certainly provide you with the individual challenges and opportunities for personal achievement in your law enforcement career. You are looked upon as a valued employee of the City of Edgewater. We all look forward to your continued growth and development as part of our team.
